The City of Pasadena is conducting an Analysis of Impediments to Fair Housing Choice as a part of its obligation for receiving funds from the U.S. Department of Housing and Urban Development. The City is providing this short survey in an effort to obtain feedback from the public about housing discrimination. By completing this survey, you will help us to identify the fair housing challenges that may exist in your community. Your input is valuable and your responses will directly impact community development decisions.
The Fair Housing Act is meant to protect people from discrimination based on race, color, national origin, religion, sex, sexual orientation, familial status (presence of children), and disability when they are renting or buying a home, getting a mortgage, seeking housing assistance, or engaging in other housing-related activities. Examples of housing discrimination include any of the following actions because of race, color, religion, sex, disability, familial status, or national origin:
- Refuse to rent or sell housing
- Set different sales prices or rental rates for the sale or rental of a dwelling
- Provide a person different housing services or facilities
- Fail to make reasonable accommodations for persons with disabilities
- Set rules that discriminate against children
The survey should only take five (5) minutes of your time. No identifying information will be collected in connection with this survey. All responses will be compiled and analyzed (aggregated) as a group to identify any conditions that may hinder housing opportunities for City residents. The survey can be easily accessed by clicking on the link below:

ALL SURVEY RESPONSES ARE DUE NO LATER THAN March 31, 2023.

The Plan addresses the housing and community development needs of Pasadena's low-income community.
The Annual Action Plan is required for each year of the five year plan. The plan describes in detail:
At the close of each program year, the City uses its CAPER to inform the public on how entitlement funds have been expended. It evaluates the City’s performance in carrying out the identified goals in the annual Action Plan.
