The City of Pasadena has been awarded a grant from Houston-Galveston Area Council to conduct a Livable Center Study with consultant team, AECOM. Together, with a volunteer steering committee of local stakeholders, we will create a plan to build upon Pasadena’s assets.
What are Livable Centers
Livable Centers are places where people can live, work, and play with less reliance on their cars. The program, led by the Houston-Galveston Area Council, works with local communities to become more walkable, connected, and accessible. Livable Centers studies consider improvements to the mobility network and land use planning practices which can provide residents and businesses access to quality services and amenities.
At the completion of the study, local jurisdictions are equipped with a community-based plan that identifies recommendations to be implemented across short-, medium-, and long-term timeframes. Examples of recommendations include streetscape improvements, parking, signage and wayfinding, bicycle and pedestrian access, and land use development.
In 2019, the Livable Centers program released its 10-year Evaluation Report highlighting its achievements. Findings include the reduction of an estimated 7,000 single-occupancy automobile trips daily, $467 million in locally sponsored capital improvements, and an additional $491 million in improvements planned or programmed.

The City of Pasadena was awarded a Livable Centers grant in 2019 geared towards revitalizing historic Pasadena into a place people can live, work, play, and be proud of. Given the area’s historic layout, Pasadena has a great roadway network that is currently not being fully utilized. It’s time to reactive Historic Pasadena with roadway improvements that reflect the unique identity of Historic Pasadena, provide current residents with safe access to local schools, parks and other amenities, and advertise the unique opportunities for this area’s future growth and prosperity. A key element in achieving this vision is identifying projects in the study area that affect your day to day activities and will bolster future growth and development.
We need your help understanding the types of improvements you would like to see implemented within the study area. Examples of projects we want to identify:
- Corridors that would be enhanced by Landscaping and Pedestrian Amenities
- Buildings or structures you think should be designed as historic properties
- Housing typologies that may enhance the current housing stock
- Dangerous Intersections or Corridors where safety improvements are needed
- Frequently flooding areas in need of drainage improvements
- Places you would like to see more commercial and/or housing development
- Corridors or parks where you would like to see dedicated bikes lanes or trails
Why we need your help?
You’re the experts! While our consultants can analyze publicly available data, we need you to help prioritize what our study should be focusing on. We’re interested in what draws you to this area, what keeps you in this area when you do visit, and what you think would benefit Historic Pasadena in general. For example, if you live here, what do you love about it? If you don’t live here, why? What improvements do you think would benefit area residents? What opportunities should the consultant team be aware of? In short, we want the recommended projects to be a true reflection of what our community needs, and this cannot happen without your involvement.
